In Spastik Chuwawa's latest film, Ssssssss, this guy is! Sure, the plot may be ropey, but it's crazy in the sort of 'hey, that's quite funny if you get over how random it is' way. Some great animation techniques, as usual, from James Morr - I love the waggling arm technique the mayor shows off at the end of the film. A worthy entry for THAC 2010.
